User's Guide
1. Executive Summary:
Welcome to the 2024 edition of Highway Statistics.
The data collected and published in the annual Highway Statistics is used by all levels of government and the public to assess the performance of the Nation's highway transportation system as well as identify future highway system options. The data are extensively used by various agencies of the Federal, State, and local governments, institutions of higher learning, industry, consultants, professional organizations, and the public for a host of purposes. Data are used for assessing highway system performance under FHWA's strategic planning and performance reporting process developed in accordance with requirements of the Government Performance and Results Act (GPRA) and for apportioning Federal-aid highway funds under Federal legislation. The information is used by FHWA to develop and implement legislation and by State and Federal transportation officials to adequately plan, design, and administer effective, safe, and efficient transportation systems. The data collected are essential to FHWA and Congress in evaluating effectiveness of the Federal-aid highway program providing a wide variety of related data that provide a representative cross section of the highway assets of the Nation. Used in combination with the annual Highway Statistics published back to 1945, the capability to analyze an extensive time series of data exists.
2. Introduction (PS-1):
Table PS-1 entitled "Selected Measures for Identifying Peer States" is provided to help make equitable comparisons between the States. There are many differences between States in their geography, economy, traffic growth, highway system size, etc. that need to be taken into account when comparisons are made between States. Further information may be found in the article, "Identifying peer states for transportation system evaluation & policy analyses" in the journal Transportation, volume 35, pages 445-465.

3. Bridges and Tunnels

6. Travelers (or System Users)
| 6.1.
Overview: This section provides information about State driver licenses. The tables display the total number of licensed drivers in each State. The tables show the number of male and female licensed drivers by sex and age group. The tables not only exhibit the number of male/female license holders, but also the relationship of licensed drives to total resident population and to driving-age population. The tables also show the ratio of licensed drivers to registered private and commercial vehicle as well as the distribution of licensed drivers by sex and percentage in each age group and relation to population. |

7. Vehicles
| 7.1.
Overview: This section provides information about State motor-vehicle registrations and fees, including all charges (including driver licenses receipts) associated with vehicles and their operation. Taxes and fees connected with special taxes on motor carriers are given. These tables can be found in the highway finance section. The vehicle registration data varies among the States. Although many States continue to register specific vehicle types on a calendar year basis, all States use some form of the "staggered" system to register motor vehicles. Registration practices for commercial vehicles differ greatly among States. The FHWA data include all vehicles which have been registered at any time throughout the calendar year. Data include vehicles which were retired during the year and vehicles that were registered in more than one State. In some States, it is also possible that contrary to the FHWA reporting instructions, vehicles which have been registered twice in the same State may be reported as two vehicles. |

8. Motor Fuel
| 8.1.
Overview: This section provides information about Federal and State motor fuel consumption, and motor fuel taxes. Fuel consumption is reported from each State on a monthly basis and is typically provided from State tax authority records. The FHWA recognizes that the States' motor-fuel information systems, and, therefore, the data they are able to submit, are organized primarily for the purpose of administering State fuel-tax programs. Because of variations in individual State requirements, reported data are sometimes not comparable among the States. In order to treat States equitably in motor fuel attributions, and include information from all States in the national summary tables published in Highway Statistics on a comparable basis, the FHWA often has to adjust parts of the States' submissions. The adjustment process fits the data to uniform categories so that national characteristics and trends can be analyzed and projected. |

9. Revenue
| 9.1.
Overview: This section provides information about all sources of highway related revenue at all levels of government. A series of tables provides details on Federal government revenue from the fuels and other highway related federal taxes. Another series of tables provide information on the State government's highway and mass transit revenue sources. Tables representing local revenue sources are also provided. Toll facility receipts, whether public or privately owned, are included in this section. The tables are intended to provide an annual cash flow statement for highways and mass transit in which major revenue sources are identified. Together with the tables in the expenditures section, these tables form balanced statement of all funds controlled or administered by all entities that perform highway-related functions. |

10. Debt Obligations for Highways
| 10.1.
Overview: This section covers information on State and local transportation debt activities. The tables provide information on the amount and nature of annual bond financing by the States for highways and mass transit, and on the change in debt during the year. It provides details on the sale of State transportation bonds and the use of the bond proceeds, information on the par value amount of outstanding State transportation debt, and sinking funds, or interest and redemption funds, which are maintained to service State obligations for highways or mass transportation. |
