| 01/01/2020 | Safe Transportation for Every Pedestrian (STEP) | As part of its safe transportation for every pedestrian (STEP) implementation, the District Department of Transportation (DDOT) in Washington, DC, deployed more than 580 leading pedestrian intervals (LPIs), which allow pedestrians to walk before vehicles get a green signal to turn. Under its Citywide Signal Optimization program, DDOT developed selection guidelines and criteria to evaluate intersections for LPI implementation. The guidelines capture the magnitude and severity of pedestrian-vehicle interactions at signalized intersections and identify locations with physical characteristics that make those interactions more dangerous. The data used to drive these decisions include crash data, pedestrian and vehicle volume counts, land use, and visual inspection of sight line obstructions and crosswalk locations. |
| 05/01/19 | Value Capture | Another value capture tool is the right-of-way (ROW) use agreement, which involves the sale or lease of development rights above (also called air rights), below, or next to highway alignments and transit facilities. These opportunities create development sites in urban cores in locations that otherwise could not support new construction. Capitol Crossing is a ROW use agreement project in Washington, DC, that made possible the construction of buildings for retail, commercial, and residential use on a 7-acre site above a recessed section of Interstate 395. | 01/01/16 | Smarter Work Zones | The District DOT uses the system to create maps and reports, including an annual transportation management plan that examines work zone mitigation strategies by project, corridor and region. The agency arranges meetings with project engineers to find solutions to conflicts, such as schedule adjustments or changes in maintenance-of-traffic plans for projects. It also uses system outputs in developing public outreach and media relations efforts. | 1/28/21 | Crowdsourcing for Advancing Operations | The District of Columbia Department of Transportation (DDOT) used archived crowdsourced data managed using the Regional Integrated Transportation Information System (RITIS) platform to improve signal operations. The crowdsourced data helped DDOT optimize the timing of 600 signals along 49 routes with more than 40 bus routes and 1,500 signalized crosswalks using vehicle probe data archives for speed and travel times. This same information would normally require floating car studies to obtain. The new signalization strategies help make DDOT traffic signals safer and friendlier for pedestrians and bicyclists, improved transit running time, and reduced traffic congestion as well as vehicular emissions. | 01/23/20 | Value Capture | Through joint development agreements, State and local agencies can offset the costs of transportation improvements by partnering with private developers—benefitting transportation users and communities while saving public dollars. In Washington, DC, the 2.2 million-square-foot Capitol Crossing development project is expected to create 8,000 permanent jobs and generate an estimated $40 million in annual property taxes. The city partnered with a private developer to construct a platform over a recessed section of I-395. The development will reconnect the surrounding neighborhoods and provide new retail, commercial, residential, and public spaces. The agreement includes the complementary 3rd Street Tunnel Project, a collection of improvements sponsored by the District Department of Transportation. The private partner committed to paying for necessary utility relocations, reconfiguring access ramps between I-395 and surface streets, and restoring the street grid above I-395. | 08/22/19 | STEP | The District Department of Transportation (DDOT) in Washington D.C, is implementing LPIs across their network. | 05/16/19 | Value Capture | In Washington, D.C., the $1.3 billion Capitol Crossing project is a 2.2 million-square-foot development that will span 7 acres over I-395. It is expected to create 8,000 permanent jobs and will generate an estimated $40 million in annual property tax revenue. Due to the value capture techniques used to finance the project, it will be paid for completely with private funds. The private-sector partner purchased the development rights, which is expected to generate as much as $120 million in payments to the District of Columbia, based on the future value of the property due to the project. The project to replace the 27th Street Bridge over Broad Branch incorporated geosynthetic reinforced soil-integrated bridge system technology, which saved about $300,000 in construction costs. The project to rehabilitate the 16th Street Bridge over Military Road used prefabricated bridge elements and systems and ultra-high performance concrete, which allowed the District DOT to save time and reduce the impact on road users. The workshop brought together Washington-area transportation planners, Dutch bicycle transportation experts and cyclists to design a bike network plan for a neighborhood in the nation’s capital. | 2019 | Traffic Incident Management | In Washington, D.C., the District Department of Transportation (DDOT) has hired a full-time data analyst whose work includes identifying, analyzing, and assessing additional use cases for data relevant to TIM, and making that information widely accessible across the department. DDOT is also hiring two program analysts to assess and act on data-driven results, especially as related to the TMC. With intern support, data dashboards have been developed or enhanced for decision makers to better track TIM improvements and personnel performance around response times and to optimize safety patrol service routing and traffic management center camera tours for faster response times. DDOT is scoping enhancements to its ATMS, including CAD, Waze, and social media integration, to improve situational awareness around TIM both for the TMC and the traveling public. CCTV cameras have been deployed along freeways and mobile CCTV cameras have been deployed on safety service patrol vehicles; the TMC is now actively using these to support incident management. | 2017 | Improving DOT and Railroad Coordination | The District Department of Transportation (DDOT) held a SHRP2 R16 workshop in December 2016 to enable agency and railroad staff to discuss how they work together and identify best practices.
