In Illinois, special assessment districts are known as special service areas (SSAs). They are often used in areas of new construction, for which debt is issued to fund new infrastructure, repaid by special assessments collected from future property owners. SSAs in major metropolitan regions like Chicago often function more like BIDs in terms of the services they offer.
