Exhibit 3-16 is a bar graph that shows miles of 12+ foot lane width from 1993 to 2000. The vertical axis measures percentages from 0 to 100 in increments of 10 percent. The horizontal axis measures the years 1993, 1995, 1997, 1999, and 2000. In 1993, 51.6 percent of rural road miles and 67.4 percent of urban road miles had a width of 12 feet or more. In 1995, 52.2 percent of rural road miles and 66.6 percent of urban road miles had a width of 12 feet or more. In 1997, 55.0 percent of rural road miles and 67.4 percent of urban road miles had a width of 12 feet or more. In 1999, 55.0 percent of rural road miles and 67.4 percent of urban road miles had a width of 12 feet or more. And in 2000, 52.6 percent of rural road miles and 67.0 percent of urban road miles had a width of 12 feet or more.
