Appendix E. Sub-State distribution of Surface Transportation Block Grant Program funding

Step 1: Set aside funds for State Planning and Research (SPR) and Transportation Alternatives (TA)
[23 U.S.C. 133(h) and 505(a)]

Step 2: Suballocate specified % based on population; remainder may be used anywhere in State

Step 3a: Suballocate funds into three categories

Further subdivide the pop. > 200,000 category among individual areas
[23 U.S.C. 133(d)(1)(A) and (d)(4)]
Step 3b: Set aside funds for off-system bridges (required) and border State infrastructure (optional); remainder may be used for any STBG purpose
[23 U.S.C. 133(f) and § 1437 of the FAST Act]
