On an annual basis, States gather, assemble and submit aggregate licensed driver data to FHWA that aim to capture a summary of active licenses, and related information on taxation and fees. The latter are vital to policy and decision-makers in understanding driver population trends over time, and the associated revenue yield associated with driver’s license transactions. Ultimately, FHWA staff analyzes, validates, and certifies the data which is then utilized to support Federal-aid system investment analysis and decision-making, and to perform roadway safety/crash and vehicle fuel economy studies among other activities.

States report driver licensing data to FHWA each year. See Chapter 6. Travelers in the Highway Statistics Series for annual statistics about licensed drivers by State and by year.
