Highway Finance

On an annual basis, States gather, assemble and submit aggregate financial data to FHWA that provides details on the funding scenarios associated with their respective State highway programs or transportation trust funds. The scope of this data includes revenues generated from taxes, tolls, and other charges levied on fuel, vehicles, and highway users, as well as transfers of revenue between different levels of government. Also included are debt obligations used to finance highway facilities, information from State and local toll facilities, and capital outlay and expenditures for highway purposes. Ultimately, FHWA staff analyzes, validates, and certifies the data which is then utilized by Congress for analysis and budget formulation, the development of highway policies and programs, the apportionment of Federal-aid highway funds via the Highway Trust Fund (HTF), and the authorization of Federal-aid programs and projects.

States report highway finance data to FHWA each year. See Chapter 9. Revenue in the Highway Statistics Series for annual statistics about highway-related revenues by State and by year.
