Total disbursements for highways are expected to be $223.2 billion in 2016, a slight (0.3 percent) increase over 2014, which is the latest year for which final numbers are available. Total revenues used for highways or placed in reserves for highways are expected to reach $272.1 billion in 2006. The difference ($49.0 billion) is due to changes in the amount of total reserves: $42.4 billion placed in reserves by the Federal government and $6.6 billion placed in reserves by State and Local governments. The large increase in reserves at the Federal level is attributable to a transfer of $51.9 billion from the general fund to the Highway Account of the Highway Trust Fund that was required by the FAST Act. 

Total highway-user revenues of $147.2 billion (motor fuel, motor vehicle taxes and fees and tolls) are anticipated in 2016, which would be sufficient to support about 66 percent of all highway disbursements. However, $12.4 billion of highway-user revenues are destined for general government use, collection expenses and other non-highway uses, while $17.1 billion will be used for mass transportation. Consequently, only $117.7 billion or 80 percent of taxes and fees charged to road users are expected to be applied to the highway programs of Federal, State and local governments. While some highway-user revenues will be expended for non-highway purposes, conversely governments at all levels will apply a variety of non-user revenues for highway purposes. Non-user revenue sources include general funds, other specific taxes and fees dedicated to highway purposes, investment income, and bond proceeds.

Capital expenditures are expected to rise to $112.9 billion in 2017, accounting for almost 51 percent of total highway expenditures. This is an increase of $7.5 billion, or over 7 percent compared to 2014. State governments will be responsible for approximately 74 percent of the total, with capital expenditures of $84.0 billion funded by a mix of State, Federal, and local dollars.

Total funding for highways including receipts, intergovernmental payments, and disbursements for the years 2013 through 2016 are shown in the attached Table HF-10B.
