The Ohio Department of Transportation and FHWA’s Local Technical Assistance Program (LTAP) partnered to create a free eLearning platform with multiple courses for local administration of Federal projects. 03/01/24 VPI A recent FHWA report highlights case studies on eight transportation projects that incorporated virtual public involvement (VPI) practices into the National Environmental Policy Act (NEPA) process. The case studies show how agencies used a hybrid approach to public involvement or virtual-only approach (supplemented with traditional outreach methods like mailings and newspaper ads) during the COVID-19 pandemic. Agencies highlighted include Multnomah County, OR, which held an online open house and developed a map-based story-telling tool for its Earthquake-Ready Burnside Bridge Project, and the Virginia Department of Transportation, which held virtual Q&A sessions to provide sufficient time for dialogue about its Interstate 495 Express Lanes project outside of the public hearing. 1/1/2022 STEP The Oregon Department of Transportation (ODOT) plans to install more than two dozen rectangular rapid flashing beacon (RRFB) devices over the next 2 years. RRFBs, one of the seven safety countermeasures included in the STEP initiative, allow pedestrians, bikers, etc. to activate flashing lights that alert oncoming motorists to their presence. ODOT created three videos to explain the advantages of RRFBs, how the agency chooses the sites for their installation, and how to use them.

According to an ODOT news release, the agency started using RRFBs on roads in the Portland area a decade ago and has found them to be an effective tool for improving safety on busy corridors, especially in areas with long distances between traffic signals. ODOT said the RRFBs provide an additional layer of safety and assurance for anyone crossing a busy road, and they play an especially important role in economically disadvantaged neighborhoods, which are areas with typically higher rates of pedestrian injuries.

7/1/2021 STIC In low visibility conditions, snowplow operators frequently rely on visual cues such as guardrails and road paint to guide equipment. When large snowstorm events cover these visuals or reduce visibility to near zero, guardrails can be damaged, plow drivers can lose their orientation to the road, and dangerous and costly road departures can result. The Oregon Department of Transportation (DOT) deployed GPS-guided equipment for improved maintenance management to reduce this risk to snowplow drivers and the traveling public and to optimize operations.

3/1/2021 Project Bundling Bridge bundling took the spotlight in recent years due to the backlog of bridges in poor condition. For example, the Oregon Department of Transportation (DOT) identified 271 bridges for replacement and strategically bundled the projects based on location and work type. Bundling three bridges on I-5 over the Willamette River saved an estimated 16 percent, or $31 million.

The focus has now expanded to “project” bundling, which includes projects to alleviate traffic bottlenecks, replace culverts, create smoother pavements, address safety hot spots and high-risk rural roads, and make lighting, sign, and Americans with Disabilities Act (ADA) improvements.
09/01/19Traffic Incident Management (TIM)The Oregon Department of Transportation (ODOT) created a Transportation Systems Management and Operations Program Performance Management Plan for TIM that outlines goals, core performance measures, action items, and communication. ODOT developed a training program to improve TIM data collection and support performance measure analysis. ODOT leverages traffic operations center data with CAD data from the Oregon State Police and public safety answering points. Using the data, ODOT created a TIM performance measures report, which prompted police to improve roadway and incident clearance times.
03/01/17Accelerated Bridge Construction, Slide-In Bridge ConstructionUsing accelerated bridge construction saved months of construction time on a project to replace the Ochoco Creek Bridge in Prineville, OR. The existing bridge was removed and the new bridge—constructed next to the old bridge—was moved into place with slide-in bridge construction during a 3-week closure. Using conventional construction would have required closing the bridge for more than 3 months.

05/01/16Accelerated Bridge Construction, Construction Manager/General ContractorPortland, Oregon’s, new Sellwood Bridge is open to traffic. The Multnomah County project to replace a 90-year-old bridge over the Willamette River showcased the use of accelerated bridge construction and the construction manager/general contractor delivery method. The seismically sound structure offers upgraded facilities for all users, including drivers, bicyclists and pedestrians. The project received a U.S. Department of Transportation TIGER grant.

11/01/15Ultra-High Performance Concrete Connections, Accelerated Bridge ConstructionThe Oregon Department of Transportation used the accelerated bridge construction technique of combining prefabricated elements with UHPC connections on its 2012 project to replace the Burnt River Bridge near Huntington. The agency chose the innovations to enhance construction quality, improve work zone safety and reduce construction time and traffic congestion on the project, which received an FHWA Highways for LIFE demonstration project grant. Crews installed deck panels—fabricated off-site—on precast concrete girders. They used UHPC for the shear pockets and deck joints, which eliminated the need for post-tensioning the deck panels. Because of the project’s success, the Oregon DOT plans to use ABC techniques of precast bridge decks and UHPC on future projects. An FHWA report explains project details.

07/01/15Smarter Work ZonesIn Oregon, for example, where more than 2,000 responders have undergone training, interagency communication and coordination enabled responders to restore traffic less than 90 minutes after a dump truck spilled a load of gravel across both northbound lanes of I–5. When the gravel spewed across the interstate, three secondary crashes occurred almost immediately. Oregon State Police relayed information to the Oregon Department of Transportation on the equipment needed to remove the debris. An Oregon DOT incident response vehicle quickly established a lane closure and set up advance warning for motorists. A maintenance crew arrived with a grader, broom trucks and blowers to move the debris to the shoulder. Without enhanced collaboration, the incident could have taken two to three hours to clear.

11/14/143D Engineered Models, Intelligent CompactionIntelligent compaction and 3-D engineered models were featured at an Oregon Department of Transportation design-to-paver demonstration workshop in Corvallis. Participants saw design of a 3-D road section and operation of equipment using a 3-D model with automated machine guidance control. They also observed collection of construction quality and quantity information through intelligent compaction, unmanned aircraft systems, electronic signatures and camera recording systems. Richard Hewitt, Florida Department of Transportation state construction pavement engineer, said the event provided “the knowledge base I needed to really start moving forward in construction with civil integrated management and automated machine guidance in Florida.”

11/14/14Construction Manager / General ContractorSeveral states use the construction manager/general contractor project delivery method, in which the project owner hires a contractor during the design phase to propose innovations and provide constructability advice to allow for faster and cheaper construction. Using CM/GC enabled Multnomah County in Oregon to save $25 million and complete the Sellwood Bridge project a year earlier than if it used conventional construction methods.

07/01/14Construction Manager / General ContractorOriginally the county planned to build the new $307.5 million bridge in halves, using the existing bridge for traffic while half of the new structure was built. Once the new part was complete, traffic would shift to that side, while the existing bridge was demolished and the second half was built. But the CM/GC proposed using the existing bridge as a detour structure and building the new bridge in one stage instead of two. Temporary piers were erected north of the existing piers, and in January 2013 the entire 1,100-foot-long steel truss was shifted laterally onto the temporary piers using hydraulic jacks. “That change alone saved us $10 million and cut a full year from the original two-stage schedule,” said Jeff Graham, operations engineer with the Federal Highway Administration’s Oregon Division. “This method of construction is known as using a shoofly detour bridge. The contractor had successfully used it for other bridge projects.” Jacking the existing bridge laterally onto temporary piers is an ABC technique. Similar methods have been used, most notably in Utah, to move new bridges into place.

06/23/22UASUnmanned Aerial Systems have provided an agile and effective tool for emergency response in States across the nation. In addition to providing an "additional set of eyes" for responders, the aircraft can also serve as a window into emergency situations for the public, media, and other stakeholders.

The Oregon Department of Transportation's (ODOT) UAS program has more than 20 dedicated pilots in a central office plus additional pilots across the State with Federal Aviation Administration part 107 licenses who can perform missions as needed or in an emergency situation.

In 2020, the State was faced with wildfires, and UAS served a critical communication role in the emergency response. ODOT closely worked with media organizations to provide regular UAS images and video of affected areas throughout the emergency and during recovery. This helped fulfill the public's need for transparency around conditions, response, and recovery operations; the media's need for compelling, informative footage; and ODOT's desire to reach a larger audience with communication efforts to inform motorists on the developing situation. This continued all the way through the repair and reopening of roadways. ODOT was able to show the public why certain roadways were closed and also show what the agency was doing in partnership with other emergency response agencies.

Many of the State's major passes over the Cascade Mountains were closed during these fires and without consistent communication, public sentiment could have turned for the worse. Oregon Route 224 is one such route that was closed for over a year and a half after the wildfires. Due to the large-scale devastation, over one million trees had to be removed for safety, rock scaling was necessary in many locations, and guardrails were damaged or destroyed. ODOT's ability to fly UAS missions and show the extent of the devastation and subsequent recovery efforts played a key role in effectively communicating with the public. Over one dozen missions were flown as part of this emergency response communication effort.

In one of the first TUF-funded projects, the city rehabilitated four blocks of East Fifth Street that were rated in poor condition. The TUF covered nearly two-thirds of the $1 million cost to reconstruct the street and bring sidewalks and ramps up to current ADA standards.

10/24/19Project BundlingThe Oregon Department of Transportation achieved a 16 percent savings on a $163 million project that bundled and replaced two Interstate bridges using CM/GC. ODOT delivered the project 13 months faster than it would have with traditional design-bid-build methods.

05/09/19Value CaptureIn the city of Hillsboro, OR, a value capture technique funded crucial pedestrian and bicyclist improvements on NE 37th Avenue, a roadway used to access the local light rail station. This project widened the street, added six-foot sidewalks, and upgraded lighting, landscaping, and water and sewer infrastructure.

The project was funded by the city’s Transportation Utility Fee (TUF), established in 2008 by the city council. In this value capture technique, a monthly fee is paid by residents, businesses, government agencies, schools, and nonprofits in their utility bill to fund street maintenance and improvements like this project. Residential customers pay a flat fee while other customers have varying fees based on business type and square footage. Hillsboro expects their TUF will allow the city to clear its $7.5 million backlog of street maintenance projects by 2024.

01/17/19Automated Traffic Signal Performance Measures (ATSPMs)The Oregon Department of Transportation (ODOT) implemented automated traffic signal performance measures (ATSPMs) on 29 signalized intersections, using Utah Department of Transportation open-source software as the primary means of generating performance measures. ODOT is developing a traffic signal management plan to provide a framework for using ATSPMs to advance agency goals and objectives. The plan will support the development of new design standards for ATSPMs. The agency’s long-term goal for the use of performance measures is to ensure that all new traffic signal projects install advanced traffic controllers with ATSPMs as a standard practice. 03/27/15e-ConstructionThe Oregon Department of Transportation is pursuing a paperless approach to construction contract administration under the EDC-3 e-Construction initiative. To help with the transition, the agency invited Michigan Department of Transportation representatives to a March 11 and 12 peer exchange to discuss e-Construction. The Michigan DOT staff offered advice on system and information requirements, workflow processes and staffing needs. The Oregon DOT plans to use e-Construction on two pilot projects in 2015 and expand the program statewide in 2016.

01/16/15National Traffic Incident Management Responder Training
The Oregon Department of Transportation is leading an effort to formalize a Traffic Incident Management Team in the Portland metropolitan area. The multijurisdictional team of traffic incident managers and responders will serve as a forum to review and resolve regional issues related to traffic incident management. Representatives of the Oregon State Police, local law enforcement agencies, fire departments, FHWA and other incident response agencies joined the Oregon DOT for a January 8 launch meeting. The Oregon DOT is using resources from Strategic Highway Research Program 2 for the effort.

The publication named the Willamette River Bridge project in Eugene as the year’s top transportation project. The agency used the construction manager/general contractor delivery method to build the $180 million project. The I–5 SW Iowa Street Viaduct replacement project in Portland placed third. The Top Projects program recognizes the best building and construction projects in Oregon and southwest Washington.

Oregon Department of Transportation and FHWA Oregon Division staff hosted a July 23 and 24 peer exchange on local agency programs for their Colorado counterparts. The Colorado DOT was particularly interested in Oregon’s Local Public Agency Certification Program. The purpose of the exchange was for the Colorado DOT to learn about Oregon’s administration of the local agency Federal-Aid program and the resources required to implement a certification program. A report documenting the exchange will be developed as a resource for other state DOTs.

The event will focus on sharing Oregon Local Program delivery practices, particularly the state’s phased certification program for local agencies, with the Colorado Department of Transportation and FHWA staff engaged in delivering locally administered Federal-Aid programs. 02/28/14Intersection and Interchange GeometricsConstruction began this month on the $73 million Fern Valley Interchange project to replace the bridge over I–5 in Phoenix, Ore. The Oregon Department of Transportation chose a diverging diamond design to replace the old bridge to reduce footprint impacts and right-of-way costs and increase capacity and safety. The diverging diamond design, which reduces the number of traffic signals, will be the first of its kind on the West Coast when the project is finished in 2016.

2019Community ConnectionsWith the help of STIC Incentive funds, the Oregon Department of Transportation (ODOT) is partnering with Oregon State University to develop a new standard for public transit ridership data based on the General Transit Feed Specification (GTFS) format for transit schedules, fares, and geographic information. The goals of the partnership are to promote the new GTFS-ride data standard and develop software tools to support more informed investment decisions. GTFS-ride standard allows for improved data collection, storing, sharing, reporting, and analysis.

2017Locally Administered Federal-Aid Projects: Stakeholder PartneringThe Oregon Department of Transportation (ODOT), which has a mature stakeholder partnering program, is beginning to quantify time and cost savings for its partnering initiatives. ODOT’s statewide initiative to improve local project delivery included expanding State funding in lieu of Federal funds, improving the focus and efficiency of certified project delivery, and establishing obligation targets for Transportation Management Areas, urban areas with populations greater than 200,000. These goals involve working with local, regional, State, and Federal partners to monitor project delivery performance measures, which are under development.

Oregon maintains a confederated model of partnering groups that allows for a robust partnering network. ODOT created a Certification User Group to streamline and improve the delivery of federally funded projects in urban areas by certified local public agencies. The group provides a forum for sharing information and best practices and facilitating communication among ODOT, Federal agencies, and local agencies. ODOT is planning a 2017 peer exchange to share the State’s stakeholder partnering experiences with counterparts in Georgia, Nevada, and Washington.

2017Ultra-High Performance Concrete ConnectionsODOT has a goal to use accelerated bridge construction tools, such as prefabricated bridge elements with UHPC connections, when appropriate to shorten construction time on projects. Work is underway on a project to replace the Rock Creek Bridge in Washington County, which includes a precast deck panel with UHPC connections. The Chenoweth Creek Bridge replacement project in Wasco County scheduled for 2017 will use deck-bulb tee girders with UHPC flange connections.

Three crashes occurred almost immediately. Oregon State Police relayed information to the Oregon DOT on the equipment needed to remove the debris. An ODOT incident response vehicle quickly established a lane closure and set up advance warning for motorists. A maintenance crew arrived with a grader, broom trucks and blowers to remove the debris to the shoulder. Without collaboration, the incident could have taken two to three hours to clear.

2015Programmatic AgreementsThe Oregon DOT, National Marine Fisheries Service and FHWA developed a programmatic agreement to provide Endangered Species Act coverage for ODOT projects beginning in January 2013. So far, it has reduced review time by 85 percent and saved $1.23 million. Before the agreement, Endangered Species Act projects required costly and complex biological assessments that took three to five months to prepare and another 200 days to reach a signed biological opinion. Cost savings come from decreasing National Marine Fisheries Service liaison staff from three to one, using a standard form to cut biological assessment costs by 50 percent and reducing project delays.
