Urbanized Area Congestion Reports
The urbanized areas below are required to set targets for two Congestion measures:
- Annual Hours of Peak-Hour Excessive Delay (PHED) Per Capita
- Non-Single Occupancy Vehicle (Non-SOV) Travel
The applicability determination criteria for these measures can be found here. State and local transportation agencies have worked together to agree upon a single target for the urbanized area for each measure. FHWA has not edited the information submitted by the agencies. Agencies involved and encouraged to coordinate in urbanized area-specific Congestion targets can be found here.
